The Administrator handles all technical, financial, or policy related questions regarding the Commission.

Operations and Maintenance of Landfill – Request For Proposals Released (1-8-2021)

The Black Hawk County Solid Waste Management Commission has issued a Request for Proposals (RFP) to solicit proposals from experienced Contractors to operate the Black Hawk County Landfill in an environmentally sound manner at a cost-effective level minimizing potential hazards to the community and providing a high level of customer service to haulers and the general public.

Notice is hereby given that the Black Hawk County Solid Waste Management Commission (BHCSWMC) will conduct a Public Hearing on the proposed contract documents for contract Operation and Maintenance of the Black Hawk County Landfill at 10:00 a.m. on the 28th day of January, 2021, said hearing will be held by publicly assessable virtual meeting at: https://global.gotomeeting.com/join/443689141 or by phone at (571) 317-3122, access code: 443-689-141.

The extent of the work involved in this project consists of the operation for the proper management of solid wastes at the Black Hawk County Sanitary Landfill, Small Loads Facility, Yard Waste Composting Facilities, and additional task orders in accordance with all federal, state and local ordinances, rules, regulations, permits and these contract documents.

The BHCSWMC will receive sealed proposals for this Project, as further described in the Request for Proposal Documents, until 10:00 a.m. on the 10th day of February, 2021, at Front Desk of AECOM, 501 Sycamore Street Suite 222, Waterloo, IA and will be publicly opened and read aloud at 10:00 a.m. on said date in the AECOM Conference Room, Waterloo, Iowa. Mask and social distancing shall be observed with any visitor. Proposals will be acted upon at that time or at such time as may then be fixed.

The Contract Documents for said improvement heretofore are now on file in the office of the Solid Waste Management Commission for public examination by appointment and available below.
