Communication and Outreach Manager

Location: Black Hawk County Landfill, 1401 E. Washburn Road, Waterloo, IA
Status: Full-Time, Non-Exempt
Salary: $85,000-$95,000 per hour, commensurate with qualifications

Position Summary

The Communication & Outreach Manager leads public education and outreach efforts for the Black Hawk County Solid Waste Management Commission. This role develops and delivers programs, campaigns, and partnerships that increase awareness of waste management services and promote responsible disposal practices.

Key Responsibilities

  • Develop and manage communications, including digital content, social media, website updates, and media materials
  • Plan and lead outreach programs, events, presentations, and community partnerships
  • Design and deliver educational programs and curriculum aligned with school standards
  • Coordinate facility tours, workshops, and public engagement activities
  • Recruit and manage volunteers for programs and events
  • Track program effectiveness, analyze data, and prepare reports and recommendations
  • Support administrative tasks and special projects as needed

Qualifications

  • Bachelor’s degree in communications, environmental studies, marketing, education, or related field (or equivalent experience)
  • Strong written, verbal, and public speaking skills
  • Experience with digital communications, social media, and Microsoft Office
  • Ability to manage multiple projects, work independently, and meet deadlines
  • Skilled in building relationships with diverse stakeholders
  • Experience in education, outreach, or environmental programs preferred

Work Environment

  • The environment will commonly be an office setting with few hazards. Hazards may be encountered when participating in household hazardous waste collections, entering or walking in landfill areas, and in outdoor weather conditions. Occasional car travel between facilities and groups may be required. The noise level in the work environment is usually moderate.
